In view of the alleged democratic deficit at the European level, it is all the more important that the administration of European law suffers neither from an application or enforcement deficit nor from a judicial deficit. This concern is particularly acute when the Member States depend on each other for the effective implementation of European law. Since the Treaty leaves the administration of European law primarily in the hands of the Member States without offering a legal basis for the harmoni
