UNESCO declared that public library should be established under clear mandate of law, so framed as to ensure nationwide provision of public library service. With this objective in view, efforts are being made for library legislation all over the world. To meet the situation, the Indian Library Association (ILA) managed to draft a Model Public Libraries Act and Rules through Dr. V. Venkatappaiah, Chairman, CSC, Public libraries.
